| Eligibility and Restrictions |
The Foundation awards grants or interest free loans to graduates of selected Harrisburg area schools for the purpose of helping the recipients pay for their education, both undergraduate and post-graduate, at approved institutions of high learning including, but not limited to, colleges, universities, junior colleges, community college and business, technical and professional schools. |

| Applications |
A completed application, accompanied by a current
certified transcript and copies of the applicant's and the applicant's
parents' most recent federal income tax returns, financial aid
information along with any required
recommendations, must be submitted no later than May 30 of the year for
which the financial assistance is requested. Applicants are
encouraged to apply for assistance throughout their academic careers;
however a new application must be submitted each year. |

| Selection |
Recipients are chosen by a committee appointed by the president of the Foundation. Selection is based , in part, on personal interviews conducted during July of each year. Applicants must be present for these scheduled interviews. Approval is based on a demonstration of strong initiative, a desire for self-improvement and financial need. Applicants must have been accepted by an approved institute of higher learning. |

| Repayment |
While the Foundation has the ability to make outright grants, or to charge low rates of interest on its loans. most assistance
is in the form if interest free loans. Repayment is expected to begin approximately three months after completion or termination of the
program for which the loan was made and will be made in equal monthly installments over a five year period.
The parent or guardian of each loan recipient receiving assistance for an undergraduate program will be required to co-sign the loan agreement. There is no requirement for a co-signer for recipients attending graduate school. |

| Exceptions |
Requests for exceptions to any of the required procedures must be made in writing and will be granted only under the most unusual circumstances. |
